
Concerns and Complaints
The College exists to protect the public’s right to quality homeopathic services. One of the ways the College does this is by regulating homeopaths and publishing professional practice standards for homeopaths. The standards outline what homeopaths are accountable for when providing care, and promote safe, ethical and effective care for the public. The vast majority of homeopaths provide the public with high quality care.
As a self-regulating health college operating under the Regulated Health Professions Act, 1991 (RHPA), the College of Homeopaths of Ontario is required to have a formal complaints process in place. This process is established through legislation and is the same for all health regulatory colleges in the province. It gives any member of the public the right to have his/her complaint about a homeopath’s behaviour, conduct or practice investigated by the College’s Inquiries, Complaints and Reports Committee (ICRC). Each step of the process is designed to ensure fairness to both the person who makes the complaint (the “complainant”) and the College registrant (the homeopath) who is the subject of the complaint.

Reporting Obligations for Registrants
There are many reasons to be in contact with the CHO – practice advice, consultations on proposed guidelines or regulations, registration renewal, and others. As a professional there are also several instances in which you are required to contact the CHO such as reporting findings related to offences, professional negligence or malpractice, or information regarding registration and conduct.
Although these requirements are set out by the government, (under legislation like the Criminal Code of Canada and Health Professions Procedural Code) reporting obligations are also part of the Standards of Practice. It is important to recognize that abiding by these requirements is one way of sustaining the privilege of self-regulation, insomuch as it will be your peers (and Public Members) who consider the report.

Reporting Obligations for Facility/Employers
The Health Professions Procedural Code sets out specific reporting obligations for facilities/employers of Homeopaths (HOMs). If you terminate the employment (including during probation), or revoke, suspend or impose restrictions on an HOM's practice at your facility for reasons of professional misconduct, incompetence or incapacity, you are required to report this to the CHO. Should an HOM resign in order to avoid revocation, suspension or restriction you are still required to submit a report to the CHO outlining that you intended such action.
Even if you have not taken any of the above actions, you are also obliged to submit a report to the CHO within 30 days if you have reasonable grounds to believe that an HOM at your facility is incompetent, incapacitated or has sexually abused a patient. If you have cause to believe that the incompetence or incapacity is likely to expose patients/clients to harm or that sexual abuse will continue, you have an obligation to make your report immediately.
